Factory Repair Coverage Beyond Electrical Diagnosis
The service manual goes well beyond specifications and electrical checks. Factory repair coverage includes scheduled maintenance, wheel removal and installation, 16-inch wheel lacing and truing, vehicle alignment, front and rear brake master cylinders and calipers, hydraulic brake bleeding, front forks, steering-head bearings, rear air suspension, swingarm service, control cables, fairings, exhaust, and related chassis assemblies.
Engine sections cover removal and installation plus top-end, bottom-end, and subassembly repair. The manual addresses cylinder heads, pistons, cam drive and bearings, crankshaft/flywheel components, lubrication, carburetor and fuel systems, starter and solenoid service, primary chain and sprockets, clutch repair, secondary belt drive, transmission shifter components, mainshaft/countershaft work, main drive gear, transmission case, and oil pan. These are factory procedures for work that cannot be resolved from routine maintenance data alone.
Several manual-specific repair cautions show the level of detail. The camshafts are removed with their bearings because attempting to separate them during removal can damage the cam support plate and bearing-retainer plate. The primary-chaincase lip seal is vulnerable to the mainshaft splines if the specified protector is omitted. On EFI models, removal of the fuel-pump hinge damages the hinge and commits the fuel-pump/bracket assembly to replacement, so the diagnosis is meant to be established before that assembly is disturbed.
Diagnostic Coverage and Circuit Analysis
Starting and charging diagnosis separates the 38-amp and 45-amp charging systems rather than treating all Touring models alike. Factory current-output ranges are 34-40 amps for the low-output system and 41-48 amps for the high-output system. Stator testing includes a less-than-0.5-ohm socket resistance check, ground-fault testing, and AC-output evaluation; the starter section gives a typical current draw of 160-180 amps. The EFI diagnostic section adds a 55-62 psi (380-425 kPa) fuel-pressure test.
Instrument diagnosis is model-specific as well. Fuel-sender resistance charts distinguish the approximately 7-95 ohm range used on FLHT/C/U and FLTR applications from the approximately 27-260 ohm range used on FLHR/C applications. Speedometer performance checks, warning and indicator circuits, fuel gauge, oil-pressure indication, tachometer, and related harness tests are covered instead of being reduced to generic continuity checks.

TSM/TSSM, EFI, Wiring, and Specialty Test Equipment
The TSM/TSSM material covers more than turn-signal faults. It documents key-fob assignment, five-digit personal security-code entry, arming/disarming functions, sidecar configuration, bank-angle operation and calibration, password learning between the security module and engine-management system, breakout-box testing, and separate carbureted/EFI trouble-code mappings. EFI diagnosis reaches into crank-no-start, starts-then-stalls, ECM power, system relay, injector, IAC, MAP, IAT, engine-temperature, throttle-position, crank-position, vehicle-speed, ignition-coil, low-fuel, battery-voltage, ECM, security-password, and serial-data faults. Separate diagnostic sections cover the premium sound system and cruise-control dropout or inoperative conditions.
Representative wiring sheets include “Ignition Harness, Engine Sensor Harness and Engine Management Circuitry,” “Starting and Charging,” “Handlebar Controls, Speedometer, Tachometer, Indicator Lamps and Dash Panel Switches,” “Radio, CB/Intercom and Rear Speakers,” and the FLHR/FLHRC “Main Harness.” A TLE/TLE-U sidecar “Chassis and Audio Harness” schematic is also included; that drawing provides electrical coverage rather than a mechanical sidecar repair section.
Factory tools identified in the documentation include the HD-41325D Scanalyzer with HD-41325-95C diagnostic cartridge, HD-42682 carbureted/TSM breakout box, HD-43876 EFI breakout box, HD-42376 battery/charging-system load tester, HD-41182 fuel-pressure gauge with HD-44061 adapter, and HD-43644 camshaft/camshaft-bearing remover/installer. These tool references show which repair and diagnostic procedures were written around dedicated Harley-Davidson test and service equipment.
The Police and FLHRSEI2 books are model-specific supplements, not replacements for the base Touring manual. The police publication adds FLHP/FLHTP maintenance, chassis differences, strobe headlamp and PAR-36 equipment, pole lamp, siren/PA, speaker, handlebar controls, air horn, Tour-Pak electrical work, connector tables, and wiring. The FLHRSEI2 supplement adds its 103 cu. in. engine specifications and wear limits, oil-cooler and thermostat service, hydraulic clutch master cylinder and fluid line, secondary clutch actuator, model-specific chassis work, starter/drive/transmission differences, instruments, and turn signals.
