Harley-Davidson Touring 2013 Service Manual Set (P/N 99483-13)

The base service manual supplies the common Touring procedures. Each supplement covers information unique to its application and refers back to the base service and electrical diagnostic books, both included here.

For Trike differential work, the supplement covers removal and service of the differential/sprocket assembly but specifies leaving the differential housing closed; its internal components are not sold separately.

Engine, Chassis and Electrical Workshop Coverage

The following selected topics outline the repair and diagnostic content rather than reproduce the complete contents list. Other subjects include storage preparation and headlamp alignment.

• Engine repair: Engine removal, top-end overhaul, cylinder-head and valve service, piston/cylinder inspection, cam-compartment and oil-pump work, crankcase repair, and flywheel/connecting-rod inspection.

• Fuel and throttle systems: Tank and top-plate service, injectors, pump and regulator, electronic throttle control, oxygen and TMAP sensors, fuel-pressure testing, intake-leak testing, active exhaust and evaporative-emissions hardware.

• Chassis and brakes: Sealed wheel-bearing replacement, wheel lacing and truing, fork and steering-head service, rear suspension, master-cylinder and caliper repair, brake bleeding, and ABS module, sensor and line service.

• Primary drive and transmission: Step-by-step procedures for clutch-pack service and transmission disassembly and assembly, with final-belt, main-drive-gear, bearing, case and adjustment instructions.

Harley-Davidson presents these books as support for basic maintenance and repair and as an introduction to factory-approved methods for professional technicians; major repairs and diagnostics suit mechanically qualified users with the specified equipment.

Mechanical Diagnosis and Required Equipment

Compression and cylinder-leakdown tests support engine-condition checks before teardown. Fuel-pressure and intake-leak tests give separate diagnostic paths for fuel delivery and unmetered-air concerns, helping connect symptoms with the appropriate mechanical or fuel-system checks.

Tool callouts tie jobs to the required equipment and part number. Examples include fuel-pressure gauge HD-41182, cylinder leakdown tester HD-35667-A, wheel-bearing remover/installer HD-44060C, and breakout boxes HD-48637 and HD-48642.

The electrical diagnostic routines were developed on the assumption that Digital Technician II may be unavailable. Certain operations still require Digital Technician II HD-48650, including module programming, selected security functions and ABS service after hydraulic components or connections are disturbed.

CVO, Police and Trike Differences

CVO equipment: The supplements document Twin Cam 110 differences; the FLHTCUSE8 publication also addresses Twin Cam 103 variants. Hydraulic-clutch service and bleeding, premium audio/iPod systems, LED lighting and model-specific chassis trim receive their own treatment.

The FLHTCUSE8 material adds power locks, heated-seat and heated-grip diagnostics, garage-door opener testing, XM radio and Road Tech zūmo 660 GPS diagnostics.

Police hardware: Coverage adds pursuit/strobe lighting, police switches, solo-seat and saddlebag hardware. Pursuit-lamp operation is identified as a US-model feature.

Trike systems: Procedures address axle and bearing service, differential/sprocket assembly work, lateral alignment, the Panhard rod, steering damper and park-brake adjustment. Reverse coverage includes motor removal, solenoid disassembly and assembly, on-vehicle and bench testing, and reverse-control diagnostics.

Schematics and Connector Repair

Wiring references include Main Harness sheets with and without ABS, Starting Circuit: 2013 Touring, Security Circuit: 2013 Touring with Anti-Theft Tracking Module, and CAN and Module Audio Inputs to Ultra Radio: 2013 Touring.

The supplements add Strobe System: 2013 FLHTP, FLHP and Reverse, Rear Lighting: 2013 Trike Models. Connector information combines component locations, terminal views and wire colors with symptom tables, circuit tests and DTC-specific decision paths.

Connector-repair sections cover terminal removal, seal handling, crimping, splice repair and inspection for Delphi, Deutsch, JAE, Molex, Tyco, Bosch and related housings.

ABS and Control-Assembly Cautions

The manual warns that magnetic parts trays, magnetic-base indicators and alternator rotors can damage ABS wheel-speed sensors or encoder bearings. Front master-cylinder removal and installation also require the specified lever/bracket insert to protect the stoplight-switch boot and plunger.

Brake and ABS repairs and Police strobe-system service are safety-critical. Follow the factory isolation, bleeding, programming and post-repair low-speed test requirements before returning the motorcycle to service.

Examples from the Oil-Pressure and Transmission Tables

For the base Touring Twin Cam 103, the oiling-system table lists 30–38 psi at 2,000 rpm and a normal operating temperature of 230°F (110°C). These specifications accompany the oil-pressure testing material.

The transmission reference lists mainshaft runout of 0.000–0.003 in. (0.00–0.08 mm), alongside gear-clearance, end-play and bearing-fit data for internal transmission inspection.
