Inside the Manual

All covered models use the 1340cc air-cooled, four-stroke OHV Evolution V-twin. The manual is written for a reader who may be working on the motorcycle for the first time, with procedures presented in step-by-step form and supported by photographs and exploded component views. Major engine, transmission, EFI, and brake repairs still depend on accurate measurement, secure motorcycle support, and the specified specialty equipment.

Coverage is broken out where the hardware changes. Early and late production builds are identified separately, and the manual explains that the 17-digit VIN should be used to select the correct procedure after a running change. The tables also distinguish carbureted and fuel-injected touring models, along with 49-state, California, HDI, and Swiss HDI carburetor configurations. The 1999 material is specific to the FXR2 and FXR3; it is not blanket 1999 FL touring coverage.

The troubleshooting chapter goes beyond symptom lists. It includes starter-circuit voltage-drop and current-draw tests, charging-system output checks, carbureted and fuel-injected ignition diagnosis, engine-performance fault isolation, and tables for engine-management and cruise-control codes. On 1995-1998 fuel-injected models, non-dealer diagnosis is limited to retrieving and clearing stored codes; further testing requires a Harley-Davidson Scanalyzer and dealer-only tools. The 1997-1998 cruise-control section documents code retrieval, but code clearing remains a dealer operation.

Specifications, Tools, and Scope Limits

Service tables provide component-specific torque sequences, fluid types and capacities, inspection limits, running clearances, transmission and shift-dog data, clutch adjustments, carburetor jetting, ignition settings, electrical test values, wheel and tire data, and air-suspension specifications. These are organized both in chapter-end tables and in the quick-reference section.

A consolidated tool table identifies equipment by manufacturer and part number. Examples include the H-D valve-guide driver HD-34740, H-D primary-chaincase boot remover HD-97101-81, JIMS clutch spring compressor 38515-90, and JIMS five-speed main-drive-gear bearing tool 37842-91.

The cautions are component-specific. On 1994-1998 models, fitting the starter-jackshaft inner coupling before the jackshaft enters the inner chaincase can damage the housing oil seal. The five-speed section also warns that driving on a transmission shaft from the opposite side while freeing the side door will damage the door bearings.

Brake, pressurized EFI fuel-system, and major powertrain repair work should be left to a qualified motorcycle technician when the required lifting support, measuring instruments, or specialty tools are not available.
